The Global Organic Textile Standard requires at least 95% organic fiber for products labeled organic, or 70% for "made with organic," and restricts chemicals used in dyeing and finishing.

Softness comes from fiber length, weave and finishing. Organic describes how the cotton was grown and processed, so two organic sheets can feel very different.
